I want to know how the payment processors gain out of the business model. It is because until recently paypal did not receive any fees for the personal account transactions. In such cases, how will they find profit?

Also are there any strict laws that have to be followed if we have to open a payment processor like this?

Yes you are correct while creating a personal account in paypal they won't charge from the customers but while making transactions or while pay in money to the paypal account, they charge some processing fee and also when during withdrawal also some amount is been detected by this way they are been profited.
