Can I withdraw money from moneybookers to any type of bank account, no matter where I am based? I've got some accounts in Eastern Europe countries, and I was wondering if they'd work.

Eastern Europe is so far as I know fine, I have no troubles at all with it.

I never heard of anyone that had some troubles with the transfering of money to the countries listed in acceptable countries in MoneyBookers.
