As I know of several e-books, SEO specilists and so called self nominated SEO Guros, the new trick to get relevant back links to your website for better ranking is to contact websites which actually don't know anything about the SEO game works.
Now the message of the SEO Guros made their round for a while, it is time to inform people about this, don't know what I'm talking about? I understand this, continue reading and I will show you.
This is a e-mail we get almost on a daily basis:
So why do I get so upset about it because I ask myself "how stupid do you think I am?" what this guy is asking for is a link from our frontpage to a sub page hidden under his mainpage, now I ask you, who is benefitting of this?Dear Webmaster,
I am contacting you for a relevant theme link exchange between our sites.
We came across your website Business.com - The Business Search Engine and Business Directory for Business Information and found it relevant with our industry. I feel that exchanging links would be a beneficial option for both of us. Please add my link first. After getting your response I will immediately add your link on the resource page here http://www.SPAM.com/resources/index.html according to your theme. If you are interested, kindly link with us with the following information:
Title: Time Clock
Description: Allied Time offers a lowest price guarantee on time clocks from Amano, Acroprint, & other brands.
URL: SPAM > Home
I appreciate your attention and wish you great online business.
Thanks and Best Regards,

Correct, he does, you will not get anything out of it..
Please do your self a favour, delete such e-mails, don't respond to them and NEVER put a link up for such bastards. It is a idea created by some BlackHat selfnominated SEO Guros / Amateurs, dont fall for it.

Thank you for the information drillbill, however, how comes it is a scam, just because they are spamming there website to websites all over the world does not mean it is SCAM but just SPAM, or do I miss something here?
Latest Fraud Reports Anti Fraud Agency
I think I read the same e-books and forums as you do drillbill, this has been suggested to webmasters for a long period to do, various forums are posting about this method to gain back links to gain google juice.... it is not the way to do it, even if you can fool hundred of thousands of webmasters to do it, you will see your website be penalized by Google for doing such, once this get noticed by the webmasters they will remove the links!
I encourage everyone to ignore such e-mails with requests like the OB it will not do you anything good, only the people behind the spam mails will benefit from it.
One will try to contact different websites to attract them for a link exchange that can be helpful for both sites, however when people ask me for a link exchange I always tell them to put my link on a prominate place as well as I will do, if they refuse to do so, I just put the mail in my spam folder....
Another thing a webmaster should consider when entering a link exchange because of such an e-mail or because she is contacting other webmasters is, that it requires lot's of work since you will want to check on a daily or weekly basis if your links are still up on the sites you do link exchange with!
