Having more than one pp

I just want to know if this is legal in terms of paypal terms and conditions. Can one own two paypal unverified accounts? Is it legal to operate more than one paypal account and move funds only by one account and use the other just to recieve funds and transfer to the other pp he owns? Doesnt this encourage cheaters to create fake pp accounts and misuse it?

Your concern is quite genuine on cheaters, creating multiple fake Accounts.Paypal offers email Account system for opening new Accounts .As you know,one can create thousands of email addresses, Same rule applies to Paypal Account also.Movements of funds can't be restricted from one email id to another as this is a core business.

Hey dilip I think views expressed by expert member jb100 is quite reasonable, You can not restrict the fund transfer in CBS . Paypal is most secured payment processor and since long no difficulties are experiencing by the undersigned.

yes second that.... still 2 years later there have been no evidence that PayPal ever got hacked or similar.
